WASHINGTON — Lawmakers should quickly repeal a ban on gay servicemembers rather than take the cautious route the United States has proposed, a study of foreign militaries showed Tuesday.

The survey examined five foreign militaries that allow homosexuals to serve openly and concluded that a speedy and uncomplicated approach to the issue was preferable.

"A quick, simple implementation process is instrumental in ensuring success," said the study from the Palm Center, a research institute of the University of California, Santa Barbara.

"Swift decisive implementation signals the support of top leadership and confidence that the process will go smoothly, while a 'phased-in' implementation can create anxiety, confusion and obstruction."

President Barack Obama has pledged to end the so-called "Don't Ask, Don't Tell" policy, under which homosexuals can only serve in the US military if they do not reveal their sexual orientation.....
